Charlotte is Deputy Director for Social Care Resilience at the Department for Health and Social Care (DHSC). Prior to this, she led the strategy and policy team managing the merger of DHSC with NHS England and led the initial work to set up the Government’s Health Mission. Previously she led on cross border healthcare, including the UK’s relationship with the European Union and relationships with the Devolved Administrations, Crown Dependencies and British Overseas Territories. She led the Ageing Society Grand Challenge as part of the UK’s Industrial Strategy; and worked on social care reform in Cabinet Office, DHSC and as part of the secretariat for the independent Commission on the Funding of Long Term Care, chaired by Sir Andrew Dilnot. Charlotte also has experience of working on emerging sectors and disruption in BEIS, as well as having been a Deputy Principal Private Secretary.
Charlotte has been a civil servant since 2006. Prior to that she worked in management consultancy and social research. She has a degree in Modern History from Corpus Christi College, Oxford and a Masters in Social Science (Research Methodologies) from the Open University.
