David Burke is Head of Data & Information Governance at HM Revenue & Customs, where he leads HMRC’s strategic approach to data protection and the governance of taxpayer information. He has a particular interest in concepts of literacy and how people understand the ways their data is used.

He has held a number of roles across government, in health, education and law enforcement.

He holds Masters’ degrees from the University of London and an undergraduate degree from the University of Cambridge.
