Frances Oram has been a UK civil servant since 2001. She has worked in a range of strategy, policy and delivery roles across justice, health, education and the Cabinet Office. She is currently Director of Local Government Reform and Strategy within the Ministry of Housing, Communities and Local Government. She was previously Portfolio Director, Children’s Social Care reform delivering a multi-year transformation of the c£12bn pa children’s social care system in England.
