Luke is Head of Innovation at Ofgem, where he leads the regulator’s work to accelerate energy-system decarbonisation through innovation. He oversees the UK energy networks’ two major innovation funds, is responsible for designing future funding mechanisms, and manages Ofgem’s support services for innovators working within Ofgem’s regulation.
Luke also leads Ofgem’s efforts to develop a more agile regulation, through tools such as sandboxing, working to help the organisation respond effectively to rapid technological change and emerging business models.
Prior to Ofgem, Luke worked at a clean-tech scale-up, supporting the CEO on strategy, business model development and market testing. He previously worked in political consultancy and as a parliamentary researcher, advising on policy and communications.
Luke holds an MSc in Development Studies from the London School of Economics and a BA in Politics, Philosophy and Economics from the University of Oxford.
