Jessica Zucker is Director of Online Safety Policy at Ofcom where she leads the United Kingdom's implementation of the Online Safety Act, overseeing work to ensure online platforms manage risks effectively, keep people safe, and operate with greater transparency, accountability, and public trust. She previously held senior policy roles at Meta, including Head of the EMEA Misinformation Policy team and global lead for health misinformation during the COVID-19 pandemic, and at Microsoft, focusing on cybersecurity and election interference. Jessica is a former Fulbright Scholar, holds a Master’s in Public Policy from Harvard University, and a B.A. in Political Science from University of Miami. She is also on the advisory board of Digital Trust Council, a non-profit organisation dedicated to inspiring leading AI companies to provide more transparency and accountability.

Questions

  • 1. How does transparency drive behaviour and systemic change in complex systems, and what can we learn from other regulated sectors about when it works and when it doesn’t?
  • 2. How should access to platform online safety data be designed to support meaningful research while earning public trust and protecting safety and privacy?
  • 3. What does effective transparency and accountability look like for large online platforms, and how can we better measure whether it changes behaviour, trust or safety outcomes?
  • 4. What lessons from online safety regulation could inform the design of future AI governance, particularly in understanding which interventions genuinely change behaviour?
  • 5. How can researchers and policymakers build sustainable, long-term knowledge partnerships (not just one-off exchanges) that shape regulation as technologies evolve?
  • 6. How can we best evaluate whether regulatory interventions genuinely improve safety outcomes, and what methods or indicators offer the most reliable picture of real-world impact?

    Check into accommodation

    You have been booked 2 night's accommodation at Westminster College for the 9th and 10th of February.

    Reception is staffed 7am to 7pm Monday to Sunday and can be reached on 01223 33 06 30. Emails to accommodation@westminster.cam.ac.uk are monitored during office hours.

    If you require parking but have not booked this, our charge is £20 per 24 hours.

    Check in is from 2pm onwards on the day of arrival. You are welcome to collect your room keys from Reception between 2pm to Midnight. If you arrive before 2pm, the room may not be ready, though you are welcome to use the car park subject to parking charges and availability. Arrivals after midnight can be accommodated by prior arrangement.

    Check out is by 10am on the day of departure. On your departure, please leave windows open and return the key back to the Reception or the Key Deposit Box outside Reception.
