Rupert Oliver Allen is the Head of Economics and Financial Analysis in the Cultural Affairs Sector at Canadian Heritage, where he leads research and policy on the cultural economy, emerging technologies, and innovative financing. He established and directs the department’s inaugural AI Studio, which explores how artificial intelligence can enhance operations, improve service delivery, and strengthen the competitiveness of Canada’s creative industries through pilot projects with major national institutions. He also provides strategic guidance to external organizations on blending public and private investment to support the resilience and growth of Canada’s cultural sector. His previous roles include senior economic analysis for international trade and innovation policy across government, as well as earlier work as a curator and writer in Europe and Latin America. Educated in public policy, art theory, and economics at several institutions in several different places, Rupert bridges data, design, and cultural insight in his approach to policy and innovation.
