Thomas Horton is Head of Community Justice at His Majesty’s Prison and Probation Service (HMPPS), where he leads the development of community-focused approaches to reducing reoffending. His work spans system-level reform, evidence-based practice, and collaborative models that strengthen the role of local communities in the justice system.
Before joining HMPPS, Thomas held roles in the Welsh Government’s local government finance team and the Ministry of Justice’s private offices. He is a graduate of the Civil Service Fast Stream. Prior to his Civil Service career, he was actively involved in community development work particularly within schools, which continues to inform his approach to justice reform.
Thomas holds a BA (Hons) in French and History from the University of Chester and an MSt in Criminology, Penology and Management from the University of Cambridge. He is a Churchill Fellow and has researched approaches to rehabilitation in Japan and USA.
Outside of his professional role, Thomas is actively involved with numerous community development charities, and serves as a trustee of the FMDM Foundation, a Roman Catholic religious order.
